I replaced all of my brake lines and decided to replace the bleeders too since the old ones weren't looking to great. After taking the hose off, I turned on the faucet to drain out the water and then turned it off. Wrong call. You should OPEN the faucet on the outside. That allows air to enter the pipe to replace the water that comes out of the bleeder valve. I think your shutoff valve may be messed up...
